Social Welfare Policy Program
Israel’s social welfare system provides an array of social services and benefits for the nation’s weakest population groups. The Social Welfare Policy Program analyzes the availability, accessibility and the extent of coverage of various programs as well as the degree that these programs are understood and utilized by the intended recipients.

A Work in Process or a Much Needed Change? Regulation in the Personal Welfare Services in Israel
Personal welfare services in Israel, like in many other Western countries, are provided
through a variety of organizations from different sectors. The current study examines the regulatory patterns of the Ministry of Social Affairs and Social Services. The findings show that despite changes in service provision and despite continuous discussions on the question of supervision in the social services, there is still room for strengthening the regulatory policies of the Ministry.
