Protecting Mortgage Holders: The State's Responsibility for Safety Nets Gilat Benchetrit
Dr. Gilat Benchetrit deals with the issue of home owners from the weaker socioeconomic populations groups, specifically mortgage holders who have followed the prevalent trend in Israel of preferring home ownership over rental, but when they are unable to meet their mortgage payments face foreclosure and eviction. Until recently, this has been a rare phenomenon in Israeli society and appropriate methods for dealing with this have not developed. Dr. Benchetrit suggests a direction for solving this problem: to insure mortgage holders, with the State as a guarantor, protection against foreclosure, eviction and continuing debt.
The study presented is accompanied by a discussion of the main findings and recommendations by a team of experts in the field of housing policy in Israel. Their responses point to the many facets of this issue and raise additional questions regarding the involvement of the State in the area of housing.

Class Size Reduction Reform: Budgetary and Educational Implications Nachum Blass
The study was conducted following the agreement, signed in December 2007, that ended the lengthy teacher's strike of the secondary school system. In this agreement, the government committed itself to working towards a reduction of class size to a maximum of 32 students. The research has two levels: one examines the expected advantages and disadvantages of fulfilling the government's commitment. This includes a discussion of the educational advantages of small classes -- particularly the ability to give students attention according to their needs, the opportunity to raise student achievment, and the chance to improve the atmosphere in the schools. The second level presents detailed estimates of the resources required to fulfill this commitment based on simulations. The estimates are analyzed in terms of the budgets and manpower required at each educational level. It was estimated that some 17,000 new teachers and 7,500 classrooms will be necessary to implement the class size reduction. The total costs will be somewhere between NIS 5.7 and 9.3 billion, of which some NIS 2 billion are current expenses and the rest are one-time expenses for construction and training of the new teachers that will be needed.

The Public Supervision of Sick Funds in Israel Dov Chernichovsky, Shlomo Mizrachi, Zvi Frankel
A group of researchers at the Taub Center point to the need to strengthen the accountability of Israel's Sick Funds, the absence of which harms their ability to serve the public faithfully. The study presents three alternative management models that would increase the public's ability to supervise the Sick Funds in accordance with the principles of proper public administration and the National Health Insurance Law.
The study prepared by experts in economics, public policy and law, Prof. Dov Chernichovsky, Dr. Shlomo Mizrachi and Attorney Zvi Frankel, stresses the public character of Sick Funds, their legal and public responsibility and the need for this to be expressed in the regulations and management of the funds. The study stresses the fact that the Sick Funds avoid their responsibility towards the public by failing to provide regular reports of their activities and by their lack of public accountability. The research suggests several alternatives for remedying this situation including changes in the management structure of the funds and, in particular, issues relating to the appointment and functioning of the fund's boards of directors.

The monograph deals with issues of aging and the elderly in Israel with regards to legislation, legal arrangements and procedures on the one hand, and resource allocation for their implementation on the other hand. Demographic and social developments among the elderly are also presented as background for the discussion of issues of work and pension. The Long-Term Care Law is also presented as a "case study" for social policy analysis. The implications of these subjects are discussed as they relate to a view of aging in society as a "burden" or an "asset."

Immigration and Social Welfare in Israel John Gal and Roni Barzuri
This work examines the special relationship between immigration to Israel and the current social welfare arrangements at two points in time -- 1977 and 2004. The analysis shows that the social security system has a significant function in the process of immigrant integration. This is expressed in particularly high rates of immigrant recipients of income security benefits. With time, the differences between immigrants and veterans becomes less significant and the immigrant's contributions to the social security system become similar to veterans. The current analysis of the effect of immigration on the welfare system adds to an understanding of the use of the system by immigrants as well as their contribution over time to the same system.

The World Health Organization declared in 1978 that health is a basic human right and that it is the responsibility of governments to insure the health of its citizens (Alma-Ata). Many countries have struggled with health inequalities and have taken steps to lessen them. Britain has both recognized the problem and enacted legislation and programs to lessen the health gaps between sub-populations. This monograph examines health statistics and the widening gaps between geographical areas in Israel as well as between socio-economic groups in their abilities to access quality health care and makes concrete recommendations for dealing with this growing and problematic social issue.

A Safety Net Full of Holes: Changing Policy towards Israel's Social Assistance Program Johnny Gal, Netta Achdut

Despite the existence of social welfare programs that address the specific needs of various populations -- the unemployed, the disabled, the elderly or families with children -- every welfare state is aware that there are individuals and families who suffer from social and economic insecurity on a temporary or long-term basis. These people may not be served by other social programs that serve clearly delineated populations, or their needs may not be sufficiently covered by those programs. The welfare state has devised a social security net to help these particular people. This paper focuses on the factors that led to the abrupt "about face" in social policy that took place in the years 2002-2004. While the country faced a severe economic and security crisis, its attempts to reduce government spending included reducing social services spending. Factors that led to this policy change as well as implications of the change are examined.

In 1989, Israel's Knesset adopted the Children's Rights Declaration and in 1991, the government endorsed the International Convention on the Rights of the Child. This movement has been expressed in a significant change in social policy regarding children and in the social services that are available to them. The fact that this change coincided with a time of social cutbacks is also signficant and is examined in this article.

A historical review of policy shows that over the years there have been significant changes in the approach of both society and the government towards people with disabilities. In general, policy and legislation can be divided into three main periods:
1. From the establishment of the State until the 1970s . Policy and legislation were social and based on a bio-medical model and on the source of the disability for determining benefit levels or specific services;
2. From 1970 until 1995 . In both policy and legislation there was recognition of the need to assimilate the disabled into the community.
3. From 1995 until now . Policy is based on legislation of equal rights for people with disabilities and on the rights of the individual with disabilities to participate fully in all aspects of life and society.
This article deals with the shaping of policy and legislation regarding the disabled.

Reform in Immigrant Integration: The Move from Institutional Absorption to Direct Integration into the Community Elazar Leshem

The first of July 1990 representd a watershed date in the way in which immigrant absorption was dealt with in Israel. On that date, immigrants were no longer sent directly to "absorption centers" which were replete with immigrant services (except for Ethiopian immigrants). New immigrants began what was called a "direct integration track" into the community. More than one million immigrants were dealt with in this way. This new track represented a privatization of the business of immigrant absorption and a major change in the policies relating to immigrant rights. The implications went beyond the organization or even ideology; the impact on culture and the cultural integration of immigrants was significant. Reasons for the change -- power struggles and windows of opportunity -- are all discussed in this paper.

The Plan to Reorganize Mental Health Services in Israel, 1972: Factors that Help and Hinder the Reform to Community Based Mental Health Services Uri Aviram, Nicole Dahan

For the past 35 years official policy has strived to enact a basic reform in the mental health services. The aim of the reform is to move from institutional psychiatric services to community-based mental health facilities. Since the mid-1970s the mental health services have attempted to lessen the number of psychiatric beds, decrease the number of services given on an in-patient basis, while simultaneously developing community-based services that are accessible and available to the public at large. Despite all the efforts, the attempts at instituting this reform have not gone well. This article begins with a brief description of the social and organizational state of the mental health services, the reform plans, the major events that have occurred in attempts to institute the reform, and factors that have helped and hindered the process.

Enacting the National Health Insurance Law -- Why in 1994? Bruce Rosen, Gabi Bennun

In 1930, the General Worker's Union ( Histradrut Ha'Ovdim ) gave the British Mandatory Government a recommendation for legislation of national health insurance. They rejected it. Over the years many committees made recommendations regarding health reform. The legislation regarding national health insurance is amongst the most important pieces of social legislation of the past decade. Until its ratification in 1994, there were no fewer than 15 propositions, some put forward by the government and some as private initiatives (by Knesset members from different parties). Why did all the previous initiatives fail and what was particular about the latest bill that it passed? No single factor led to the necessity to change the "rules of the game" when it came to health care and the health care system. The combination of a crisis with the possible solution from the Natanyahu Commission's recommendations as well as changing political conditions, macro-economic developments and the "winds of reform" that blew at the time, all contributed to 1994 being the right time for health legislation and reform.

Privatizing Public Housing: A Change or a Continuation of Housing Policy Eliyah Werczberger

Since 1948, close to 400,000 rental apartments were built by the State. These apartments were built as a solution to the distress of new immigrants. At the end of the 1960s the number of public housing apartments was about 206,000, some 23% of the housing market. Since then, the number of apartments in public housing has declined rapidly. In the year 2006, it was estimated that there were approximately 76,000 public housing units, that is less than 2% of the housing market. This drastic decline in public housing is the result of two forces: the lack of government building of units for rental and the selling of the rental units that were in government hands. This privatization of the housing market represented a major revolution in the public housing policy which meant a shift from assisting those in need to distributiing public properties.

This compendium focuses on the formulation of social policy which is a central component of public policy. An examination of the relevant literature shows that there is not only a lack of clarity in the definition of the concepts of policy, public policy and social policy but also a fair amount of disagreement regarding their areas of concern.
Policy setting is characterized by priority setting, by choices between options and by decision making that directs activities and behaviors in all aspects of life. It is important to emphasize, though, that not making a decision also reflects a policy decision.
The papers in this compendium examine a wide range of examples of policy making in different areas of social policy, expose the many changes that the Israeli welfare state has undergone, discuss the factors that influences these changes, and point out the contradictions and points of convergence that have impacted on policies in the different social services.

Oral and Dental Health -- The Responsibility of the State towards its Citizens Tuvia Horev and Jonathan Mann
Although investment in oral health in Israel in terms of national expenditure and manpower is relatively high, the results are fairly poor. Morbidity is high and the disparities between population groups are substantial. Public spending on dental health care is the lowest among Western countries. Oral and dental health is an integral part of overall health and morbidity in this area represens a drain on the individual and on society as a whole. Most European countries have recognized their obligation and have included dental care in their national health insurance plans and as part of their basket of services, something that eases accessibility to receiving care and narrows the gaps betweens population groups.
The authors state that the time has come to fulfill the intentions of the law regarding dental care for school age children by adding dental care to the basket of services that are stipulated under the National Health Insurance Law. They recommend widening the basket of services for dental care to other population groups (such as the elderly) through a relatively modest budget increase. They also suggest establishing an epidemiological dental data base with on-going follow-up of individuals and cases, as well as widening educational work with populations, training more manpower in dental health care services and increasing the flouridization of water in Israel.
