Hadar Horen

Hadar Horen is the Spokesperson of the Taub Center for Social Policy Studies in Israel. She brings extensive experience in public affairs, strategic communications, and media consulting across both the public and private sectors.

Previously, Hadar served as Vice President for Communications and Financial Education at the Israel Securities Authority, where she led the Authority’s communications strategy, digital presence, and public outreach on major capital-market reforms. In this role, she represented the Authority on IOSCO’s financial education committee and helped lead the 35+ Forum, an initiative aimed at advancing gender diversity in Israel’s capital market.

Earlier in her career, Hadar served as spokesperson for the Coordination of Government Activities in the Territories (COGAT), where she led communications and public diplomacy efforts targeting Palestinian, Arab, and international audiences. She also held communications roles at the Ministry of Finance, focusing on the state budget, the Economic Arrangements Law, wage agreements, and national crises.
